Schools that were already participating in the Second Chance Pell (SCP) Experimental Sites Initiative had the opportunity to apply to participate in the Revised SCP Experiment in May 2023. This Revised Experiment allowed participating schools to enroll students who are incarcerated before they have an approved Prison Education Program (PEP) under certain specific guidelines. The participating schools were required to reach specific milestones that demonstrated progress toward developing approved PEP(s). As of 2026, the Department of Education removed specific information about SCP, in anticipation of the end of the experiment.
