Case Study: Tennessee Board of Regents

December 2025

Goals

Create Policies and Procedures for all Regents Schools

Situation

Johnathan Button, Associate Vice Chancellor for Enrollment Operations & Chief Financial Aid Officer at the Tennessee Board of Regents (TBR) contacted Blue Icon Advisors seeking assistance with the creation of a policies and procedures manual. Button wanted one manual that encompasses all regulations and could be modified to reflect the various nuances of each campus.

Solution

Blue Icon created a manual that encompassed all regulations to administer Title IV Federal Student Aid effectively and efficiently for the campuses within the Tennessee Board of Regents. The consultant also oversees a system of schools, which provided an additional level of understanding for the goals of the policies and procedures manual.

Outcome

Through discussions with the consultant and their experience with the P&P Builder, TBR was able to explore additional membership options with NASFAA. “TBR now is a system member, and thus, all of my schools now have full, unlimited access to NASFAA member benefits,” Button said. TBR has a complete, compliant policies and procedures manual that each campus can access and make modifications for their own student populations, as needed.
